How do you measure ads correctly with Consent Mode v2 and GDPR compliance?

Accurate ad measurement starts with recording real orders and enquiries while respecting visitors’ choices about their data. Consent Mode v2 communicates those choices to Google, but it does not replace valid consent or guarantee compliance with GDPR, the European data protection regulation.

Why inaccurate measurement leads to poor decisions

Tracking means recording actions on your website, while a conversion is a valuable action, such as an order or a submitted enquiry. If you count a button click as an enquiry, you may report results that never happened. If the same order appears repeatedly, reported revenue becomes inflated. Before changing budgets, compare store orders with purchases recorded in your measurement platforms and check for duplicates. For forms, track confirmation of a successful submission. Do not expect reports to match perfectly: they can credit sales differently. Investigate discrepancies before deciding that a campaign is unprofitable.

What Consent Mode v2 actually does

The banner asks visitors for permission. Consent Mode v2 communicates their choice to Google tags, the code snippets used for measurement and advertising. The ad_user_data parameter covers sending user data to Google for advertising; ad_personalization covers personalised advertising. With Basic implementation, Google tags stay blocked without consent. With Advanced, they can send cookieless signals when consent is denied. These may support modelling, meaning estimates of unobserved conversions, subject to Google’s eligibility requirements. They do not recover every missing sale. Choosing an implementation requires assessing transmitted data and legal requirements, rather than simply enabling a setting.

What can go wrong without the right setup

Without the required signals, Google measurement and advertising features may be limited for visitors in the European Economic Area. Remarketing, meaning ads aimed at people who previously interacted with your business, can be affected. Missing Consent Mode does not automatically mean every ad stops running. The opposite problem also matters: the banner records a refusal, but tracking code continues using advertising cookies. Cookies requiring consent must not be installed before permission is given, and withdrawing consent must be as easy as accepting. A visible banner alone does not prove that the mechanism works.

What to implement and how to check it

Start by listing installed tools and the data they collect. Configure a consent management platform, or CMP, with clear explanations and options to accept, refuse and change preferences. Connect it to Consent Mode, set the initial consent state before commands that send measurement data to Google, then update it when visitors make their choice. Request checks for acceptance, refusal, partial consent and withdrawal, including after navigating to another page. Check Meta and TikTok code separately: Google’s integration does not configure them automatically. Finish with a test order and enquiry, checking for accurate records without duplicates wherever consent permits measurement.
